Perpetual Conflict: Russia and the Struggle for European Security

Tartu, Estonia – The Baltic Defence College (BALTDEFCOL) is pleased to announce its 12th Annual Conference on Russia, titled “Perpetual Conflict: Russia and the Struggle for European Security”, which will take place 5–6 March 2026 at the V Spa Hotel and Conference Centre in Tartu.

For 11 years, this Conference has served as a premier platform for academics, military professionals, diplomats, and policymakers to study and analyse Russia in the context of contemporary geostrategic realities. This year’s Conference will examine future European security challenges and potential solutions in relation to Russia’s continued aggression.

Keynote Speakers and Themes
The Conference features a distinguished lineup of speakers, including:
Andrius Kubilius – European Commissioner for Defence and Space; former Prime Minister of Lithuania
Lord Robertson of Port Ellen – Former Secretary General of NATO (1999–2003) and former UK Secretary of State for Defence
Marina Kaljurand – Member of the European Parliament; Estonian diplomat; and former Minister of Foreign Affairs

The programme covers a wide range of topics, from Russia’s political and economic landscape to specific panel discussions on the security implications for the Baltic Sea region and beyond.

Format and Organisation

The Conference will be held in a hybrid format, allowing for both in-person participation in Tartu and online attendance. The event is organised by the Baltic Defence College, which has established itself as a leading knowledge hub for studying Russian trends and foreign influence over its 26-year history.
