NATO and Norway have agreed to offer the Norwegian Armed Forces’ base in Bodø as the permanent location for the Combined Air Operations Centre (CAOC) Bodø. The proposed solution enables a more cost-effective implementation and allows the centre to reach full operational capability at an earlier stage.
CAOC Bodø represents a key element of NATO’s posture in the High North and underlines the Alliance’s continued focus on collective defence and situational awareness in the northern region.
Established on 1 October 2025, CAOC Bodø currently operates from a temporary location at the Bodø military base. The centre was created to enhance NATO’s ability to plan, command, coordinate, and monitor air operations in the High North.
Following operational experience from the temporary setup and further project assessment, it has been concluded that establishing CAOC Bodø permanently at the Bodø base offers significant advantages in terms of cost efficiency and timelines, compared to relocation to the Reitan facility.
Based on a revised recommendation from the Chief of Defence, Norway has therefore decided to propose Bodø as the permanent location for CAOC Bodø in its continued dialogue with NATO.
CAOC Bodø serves as NATO’s regional headquarters for command and control of Allied air forces in northern areas. The centre is already contributing to NATO missions and will be capable of conducting air operations across the full spectrum of peace, crisis, and conflict, in close coordination with national authorities and NATO headquarters.
Subordinate to Joint Force Command Norfolk, CAOC Bodø is integrated into NATO’s network of air operations centres alongside CAOCs in Germany and Spain. Together, these centres provide continuous surveillance of Allied airspace and direct NATO air operations across Europe.
