Norway to Participate in NATO’s Annual Nuclear Exercise Steadfast Noon

Oslo, 23. October 2025 — Norway took part in NATO’s annual nuclear exercise Steadfast Noon, which was conducted from 13 to 24 October.

The exercise is an air operation in which NATO’s nuclear forces train together. Several allied nations participated in supporting roles.

The Norwegian Armed Forces have participated in the exercise in previous years — once as an observer and once with staff officers. This year, Norway contributed a limited number of F-35 fighter aircraft in a supporting capacity, in addition to Norwegian staff officers.

“For NATO’s nuclear deterrent to remain credible, it must be exercised. We are participating because we believe it is important to strengthen allied cohesion and maintain consistent communication toward potential adversaries,” said Minister of Defence Tore O. Sandvik.

No nuclear warheads will be used during the exercise, and it is not directed at any specific adversary.

Norway’s participation with fighter aircraft takes place against the backdrop of a heightened security environment.

“Nevertheless, the main principles of Norway’s nuclear policy remain firm. Norway will continue to be a clear advocate of mutual arms control and disarmament,” stated Minister of Foreign Affairs Espen Barth Eide.

Colonel Michael Baas Bottenvik-Hartmann, Chief of National Operations in the Royal Norwegian Air Force, added that the exercise is, in practical terms, comparable to any other training activity involving allied bombers and NATO partners.
