Norway is providing an additional NOK 1.5 billion in funding to secure access to electricity and heating for people in Ukraine. The funding is being provided in cooperation with the EU and will be used to help meet Ukraine’s energy needs as the country enters its fourth winter of full-scale war.
‘Ukraine is facing another difficult winter, and the power supply in the country is unstable. Together with the EU, Norway is stepping up efforts to ensure that Ukrainian households, businesses and institutions have access to energy. These efforts are important both for individual Ukrainians and for keeping the wheels of the country turning,’ said Prime Minister Jonas Gahr Støre.

‘Ukraine needs an adequate, stable supply of energy to maintain essential services as it continues to fight to defend itself. By cooperating with the EU, we are ensuring that the funds will be used to help secure Ukraine’s energy supply,’ said Minister of Foreign Affairs Espen Barth Eide.
The funding is being provided under the Nansen Support Programme for Ukraine and comes in addition to the support for gas purchases already provided in 2025. Since 2022, Norway has provided a total of NOK 6.1 billion in funding for gas imports to Ukraine.
On Wednesday, Prime Minister Jonas Gahr Støre had a meeting with Ukrainian President Volodymyr Zelensky at the military terminal of Oslo Airport Gardermoen.
President Volodymyr Zelensky and First Lady Olena Zelenska arrived in Norway on Wednesday morning.
‘I am very pleased to have the opportunity to welcome Ukrainian President Volodymyr Zelensky and First Lady Olena Zelenska to Norway. Norway stands firmly with Ukraine in seeking a lasting and just peace, which the Ukrainian people so deserve,’ said Prime Minister Jonas Gahr Støre.
President Zelensky is currently visiting a number of countries in Europe and is in Norway for a meeting with Prime Minister Støre. Due to time constraints, the meeting is taking place at the military terminal of Oslo Airport Gardermoen.
‘Norway remains unwavering in its support for Ukraine. It is essential for us to maintain a close dialogue with the Ukrainian authorities to ensure that our support meets the needs on the ground in Ukraine,’ said Mr Støre.
Ukrainian First Lady Olena Zelenska is in Norway, attending a seperate programme. Ms Zelenska is accompanied by Ukrainian Minister of Foreign Affairs Andrii Sybiha.
